Building a custom image for Windows 365 has traditionally been a manual, multi-step job. Spinning up a reference VM, installing and configuring applications by hand, handing the image off to Intune… One missed step usually means starting over, and repeated a few times a year, this approach to golden images becomes difficult to reproduce.

XOAP’s Image Management module replaces the manual custom image sequence with a defined, repeatable pipeline. The operating system, the build location and what gets installed on top are each defined once, then the image is built on demand, with no capture scripting and no hand-assembly.

In this blog, we’ll guide you through building a custom Windows image for Windows 365 Cloud PC provisioning and handing the finished image off to Windows 365 for use in a provisioning policy – done, automated and simplified with XOAP.

Before you start: Connect your Azure subscription

XOAP needs a working connection to your Azure subscription before it can build anything. If you don’t use XOAP yet, create a free account to begin.

Go to Connections > Add new connection and use a Service Principal with Contributor role access.

You can create one with the Azure CLI:
az ad sp create-for-rbac –name xoap-image-principal –role Contributor –scopes /subscriptions/<SubscriptionId> –years 1

Take the resulting Subscription ID, Tenant ID, Client ID and Client Secret and enter them into the connection details in XOAP.

The build at a glance

The full pipeline is five steps in XOAP, plus one hand-off in Intune:

1. Under Image Management > Operating Systems, add the Windows base image you want to build from.

2. Under Image Management > Builder Configuration, define where and how the image will be built.

3. Under Image Management > Provisioners / Provisioner Groups / Provisioner Roles, define what gets installed and configured.

4. Under Image Management > Image Definitions, click + New Image and combine the operating system, builder configuration and provisioner role into one definition.

5. Save, then right-click the image definition and select Run.

Once the run succeeds, locate the finished image in Azure and upload it to Windows 365 as a custom image.

Now, let’s dive deeper into each step.

Step 1: Choose the operating system

Under Operating Systems, select Cloud, then choose the Azure provider, region and platform details.

For Windows 365, use the Enterprise Cloud PC image family: offer windows-ent-cpc, SKU win11-25h2-ent-cpc (or the latest available release and version).

This is Microsoft’s dedicated Cloud PC edition: Enterprise, single-session, and already optimised for Windows 365 scenarios.

Starting from the right base saves you fighting the image into shape later.

Step 2: Define the builder configuration

The builder configuration tells XOAP where the image is built and what it produces.

Create a new configuration with the following settings:

• Type: Azure Managed. This creates a standard managed image in the Azure Portal, the simplest and most direct option for Windows 365 custom images.
• Connection: your Azure connection from the setup step.
• Region: your target region, for example West Europe.
• Instance Type: the size of the temporary build VM used only during the build itself, for example Standard_D2s_v3. This VM is created and torn down automatically and has no effect on the final Cloud PC’s performance, so there is no need to oversize it.
• Storage Account Type: Standard_LRS.

Step 3: Define what goes on the image

This layer is where the image stops being a stock OS and becomes yours.

Provisioners define what gets installed and configured on top of the base operating system: applications, settings, PowerShell scripts, DSC configurations or PSADT packages.

XOAP provides example provisioners as quick-start templates, but you are not limited to them. Fully custom provisioners are equally supported. Any script or package you create yourself can be added and used exactly like the built-in ones.

Group the provisioners you need into a Provisioner Group, then attach that group to a Provisioner Role.

One practical rule worth following:
Always define a timeout on each provisioner, so a long-running script can’t stall the entire build.

Step 4: Combine it into an image definition

The image definition is where the three layers come together. Under Image Definitions, click + New Image and fill in:

• Name and description
• Builder: the builder configuration created above
• Operating system: the Cloud PC image selected above
• Role: the provisioner role created above

Save the definition, then right-click it and select Run.

You can track progress from the Runs panel in the upper-right corner, with live log streaming available via Toggle Logs. A run moves through these statuses: Queued, Running, Succeeded, Failed and Stopped.

The live logs are where you’ll catch a misbehaving provisioner early rather than after a failed build.

Step 5: Locate the finished image

Because the builder configuration used Azure Managed, the resulting image appears in Azure Portal > Images, named after the image definition with a version suffix, for example CloudPC-v1.

If you had used an Azure Gallery builder instead, the image would land in Azure Portal > Shared Image Gallery, with support for versioning and multi-region replication.

For a single Windows 365 custom image, the managed image is the simpler route.

Step 6: Hand off to Windows 365

XOAP builds the Azure image, but Windows 365 provisioning is managed separately, so the final step happens in Intune:

1. Go to Intune admin center > Devices > Provision Cloud PCs > Custom images > Add > Managed image.
2. Select the subscription and the image built by XOAP.
3. Provide an image name and version, for example 1.0.0.
4. Windows 365 validates the image, confirming it boots and provisions successfully as a Cloud PC, before it becomes available.
5. Once validated, select it as the source image when creating a Provisioning Policy.

That validation step is your safety net. A custom image only becomes selectable once Windows 365 has confirmed it actually provisions, so a broken build never reaches your users.

Why the pipeline matters

Next quarter, when you need the same image with one more application or an updated base OS, you change one layer and run it again. Two admins running the same definition get the same result. The manual golden-image ritual, and the drift that came with it, is gone.

That is the point of building images with XOAP’s Image Management: reproducibility you don’t have to think about, across as many image versions as your Cloud PC estate needs.

In Azure environments, unused resources, such as orphaned virtual machine disk images, can build up over time. These unused images not only clutter your resource inventory but also result in unnecessary storage costs. Manually identifying and removing these images is a tedious and inefficient process, particularly in large-scale or dynamic setups. This article introduces a practical and automated solution for identifying and cleaning up unused images in Azure using XOAP’s Scripted Action module. By following the outlined steps, you can simplify resource management, lower costs, and keep your Azure environment clean and well-organized.

Automating image cleanup in Azure with one script

💡 The script identifies unused images in Azure using the following logic:

Retrieve VMs: It fetches a list of all virtual machines (VMs) in the Azure subscription using the Get-AzVM -Status command. This ensures it has the most up-to-date information about the VMs and their status.

Compare image IDs: The script iterates through each VM and checks its StorageProfile.ImageReference.Id property, which indicates the image used by the VM. For each image in the specified resource group (retrieved with Get-AzImage -ResourceGroupName), it compares the image’s ID against the ImageReference.Id of the VMs.

Determine usage: If a match is found, the function Is-ImageInUse returns $true, indicating the image is currently in use by a VM. Moreover, if no match is found, the function returns $false, marking the image as unused.

Output and actions: For each image, the script logs its name and whether it is in use. If the image is not in use, additional actions (such as deletion) can be implemented following this check.

This approach makes sure that only images with no active VM dependencies are identified as unused, preventing accidental deletion of critical resources. Removing unused images from your Azure subscription is a simple process with XOAP. It involves just three easy steps:

  1. Add an Azure connection to your XOAP Workspace
  2. Create a Scripted Action with defined parameters
  3. Run the Scripted Action to remove unused images

Step 1: Add a Connection for your Azure Subscription

To begin, make sure your Azure subscription is connected to XOAP. If you haven’t set up a connection yet, navigate to the Connections section in XOAP. Click the green plus (+) button to create a new connection. Follow the on-screen instructions to securely link your Azure subscription. Once the connection is successfully established, you can proceed to the next steps.

In the “Add New Connection” slide-out panel, enter all the required connection details and click Save to complete the setup.

Step 2: Create your scripted action

Next, navigate to Platform Management and select Scripted Actions. In the upper-right corner, click the green plus (+) button to create a new Scripted Action.

Give your Scripted Action a name and select the “Remove-UnusedImages.ps1” script from the resources. Optionally, you can add tags and a description to organize and document it. You can get the script at the end of this blog.

In the second step, define your parameters. Some parameters are mandatory and must be provided, while others are optional. These optional parameters allow you to customize the script.

Explanation of Key Fields:

DryRun: It allows you to simulate the execution of a script or command without actually making any changes to the system.

ResourceGroup: Azure Resource Group that a particular command should target. If this field is left empty, the command will be applied to all resource groups.

Step 3: Complete the process

In the third step, select your connection and click Finish to complete the setup.

The final step is to run the Scripted Action you created. Locate your Scripted Action in the table, open the action menu, and select Run.

The Scripted Action will progress through the Queued and Running phases. Once completed, its status will change to Success and the unused images will be removed from Azure.

Safeguard critical resources

Using XOAP’s Scripted Actions module to delete unused Azure images is a great way to optimize costs and improve your resource management. Its flexibility to target specific resource groups or default to all secures a comprehensive cleanup. Key considerations include accurate detection of unused images, verifying dependencies, maintaining detailed logs, and adhering to RBAC policies.

Testing the script in a non-production environment and implementing a backup strategy further improve reliability. This approach boosts automation while safeguarding critical resources, making it a practical solution for Azure optimization.

Using continuous integration/continuous deployment (CI/CD) pipelines is a robust way to automate CLI scripts. Popular CI/CD tools include:

GitHub Actions: It can be used to create workflows that automate running Azure and AWS CLI scripts. You can define jobs in a YAML file that specify when and how the scripts should run.

Azure DevOps Pipelines: It can automate the deployment of applications to Azure and AWS. You can create pipeline YAML files to define the steps.

AWS Lambda: Functions can include AWS CLI commands and trigger them based on events or schedules.

Prerequisites

The Microsoft365DSC module must be present on the node that the DSC configuration is assigned to. This can either be done manually by running the following command: Install-Module Microsoft365DSC -Force. 

Another option to install the module is to use the **PowerShellModule** DSC module inside the configuration itself. This removes manual effort completely.

How to do this in XOAP ⬇

Step 1 - Use the DSC module via the Wizard

Go to the Configuration Management and select “Configurations”. Then click + to create a new configuration.

Step 2 - Select the M365 component to be configured

In the DSC Configuration Wizard, select “Add Resources”, select “Microsoft365 Module and Version”. Depending on what you want to configure (for example Intune, Exchange Online or maybe Teams), select desired resources.

When you select resources, simply define configuration by using GUI, and click “Save” when you’re ready. Then if needed, add additional resources, or save and apply the configuration.

Our Image Management module (image.XO) is one of the most popular XOAP modules. And that’s not surprising! Why, you may ask? Because it allows quick creation of operating system image templates using different functions combined in groups and roles.

One of the greatest benefits of image.XO is that we can use the same function sets to configure and deploy images on the two biggest cloud providers – Azure and AWS. More information about Image Management can be found on our Docs page.

In pursuit of continuous improvement, we decided to:

Dynamically show all possible AWS and Azure regions and the available operating systems and instance sizes.

Now you can select thousands of different operating systems per cloud provider. To make it easier for you, we also implemented some new filter options to help you tackle the amount of operating systems.

Whether you are trying to create image templates for Azure Virtual Desktops, Windows Server environments or Linux-based workloads, we’ve got you covered. 😎

If you haven’t done it already, create your free XOAP account. Once your Workspace is ready, navigate to Image Management → Operating Systems.

In the upper right corner click the green + button to add a new operating system entry to your list of operating systems.

Select your preferred cloud provider, Azure or AWS. Depending on the selected provider, Region, Platform Details, Virtualization Type and Architecture you will have different amount of options available.

The following Azure example shows 3532 entries:

As this is still a huge amount of data, we implemented a simple search and an advanced filter option. The simple search is looking for a text in any column of the shown data table, and with the advanced filter, you can narrow your results down to the desired operating system.

The advanced filter lets you define different filter types per column. This enables a lot of options when searching for the exact entry. When you’re done configuring your filter, click Apply filters to show the filtered list.

The last thing to do is to select the desired operating system entry, scroll down and click Save.

Once saved, your OS will be visible in the operating systems table. This way you can configure your library of operating systems that you can customize to your own needs.
